after i talk with Darion to start battle, they move to place but war dosnt start at all

this quest worked for me just 2 or 3 nights ago.

It's a known issue and as you see at point 1 in Tango's post, the quest is doable.

The mechanic of that area is very complex (a lot of phasing), so finding a proper fix without breaking other systems, is a monumental task.
