Due to lower pop I would suggest making /who include both horde and alliance, so it is easier to coordinate groups for RDF and Raids.

At the moment the Global Chat is set as cross-faction, so if you want to create a group, you can LFG on global.
The problem with this is that not everyone has joined the Global channel.
