Possible Phasing Issue in Icecrown, Argent Vanguard

Hello,

I had a quest turn in at Argent Vanguard, Judgement Day Comes! (https://www.wowhead.com/quest=13226/judgment-day-comes)

You are supposed to turn it in at Tirion, but he doesn't have any interactions for me (https://imgur.com/a/OL0wrop).

I had a ticket and a GM granted me quest completion to work around this.
